In 1978 Sadat, Begin and Carter began peace conferences at Camp David, the Senate ratified Panama Canal treaties giving Panama control by 2000, Love Canal was evacuated because of toxic waste, the US and Communist China established diplomatic relations, President Carter deferred production of the neutron bomb, the legal retirement age was raised to 70, California voters passed Proposition 13, rolling back property taxes by 57%, Congress voted to extend ratification of the Equal Rights Amendment to 1982, and there was rioting in Iran; Ayatollah Khomeini united opposition.
